(9) Police officers or officers engaged on anti-opium work and their assistants while on duty having knowledge of offences under (1) to (5) or (7) to (8) and failing to inflict proper punishment are liable to suffer the penalties attached to those Articles.

(10) Attemps to infringe (1) to (5) and (7) and (8)

are offences.

(11) Offenders under (1) to (5) and (7) to 10) may be deprived

of civil rights and, if officials, dismissed.

(12) This law to take effect from date of promulgation.
